Set up Exchange anti-spam features
Move anti-spam settings from one server to another with the Exchange 2007 Anti Spam Migration tool, from Microsoft www.microsoft.com/do.. Run it on the SBS 2003 system to create a PowerShell script that you can run on your Exchange 2007 server to import the appropriate settings.

You can now run the migration script to implement your existing anti-spam policy. Exchange 2007 has renamed the Intelligent Message Filter (IMF) to the Content Filter, and this runs alongside other anti-spam tools.
One big change is the implementation of a spam quarantine mailbox. Create an appropriately named new user and add a mailbox to Exchange 2007. Configure the Content Filter to use this address, and spam messages will be delivered to this mailbox. You can log onto this account at regular intervals to delete spam and resend legitimate messages that triggered the anti-spam defences.
